Concordance between the fulfilment of the millennium development goals on poverty with the national development plans of Colombia 2002-2010: evaluation with a model of cointegration

Abstract

In 2000 the Colombian National Government was promised with United Nations, World Bank, International Monetary Fund and the OCDE to reach inthe 2015, 8 objectives, 18 goals and 48 indicators to measure the progress to achieve the Millennium Development Goals (MDG). The present paper focused to examine the objectives related to the poverty. After to analyze the National Development plan(NDP) 2002-2006 “Hacia un estado comunitario”, it was not noticed a direct connection between this and the MDG, principally on the poverty subjects which are not explicit in the plan. The NDP 2006-2010 “Estado Comunitario: Desarrollo para todos”was analyzed too and there it was found a better performance in the poverty subjects in comparison with the preceding. This could be explained because in the 2002-2006 plan the poverty subject was presented as a general objective, in a general way -notexplicitly-, and the poverty was being too high in the 2003. In addition, the plan had annual projections of the goals and an explicit investment plan about the poverty reduction. From the fitted cointegration model can be inferred that the government expenses devoted to the poverty in the NDP have not been sufficient to reach the goals established for 2015.
