The Sustainable Development Goals (SDGs) Observatory of Antioquia created by Higher Education Institutions of the city of Medellin (Colombia), requires management guidelines for its technical and social implementation. Two workshops were proposed with the participation of actors of the quintuple helix (universities, companies, State, civil society and environmental organizations) through the co-creation methodology to identify these guidelines. The results indicate that the main guidelines identified are articulation and planning at the general level; and in social implementation, issues such as training, participation and communication of information, while in technical implementation, monitoring, territorialization and sectorization, and governance stand out.
