Municipal Development Plan of Candelaria: Factorial Analysis of Social Gaps and Review of the Concept of Development Through the Critical Analysis of Discourse

Abstract

<p>Based on the assumption that political documents explicitly and implicitly express power relations, ideologies and the possibility of maintaining or transforming social injustices, the Municipal Development Plan of Candelaria (PDLC) can be considered as a project loaded with interests materialized through its political discoure. In order to understand the social context of Candelaria, the paper analyzes the main components of the multidimensional poverty index of the municipalities of Valle del Cauca, aiming to identify the elements that the PDLC should addres. An analysis of this plan was then made through textual analysis and the analysis of discursive practice, based on the criteria built by Mejía-Cáceres, Martins and Freire (2017). The textual structure, cohesion and repetition of the word <em>development</em> was then identified, and its meaning was studied. Results show that this term implies a sense of relationship or interweaving, as well as an operationalization of ideology of standardization and unity, in order to build a collective identity of the community of Candelaria.</p>
