Abstract
This article explores the change from the intervening state model to the liberal one, implemented in Colombia since the decade of 1990, looking for explanations on the possible implications of this change of model on education. From the State point of view,coherence in policies and their coordination are, to a great extent, indicators of the characterization of intervening or liberal states. The period of the intervening model in Colombia, from the middle of the 20th Century to the end of the decade of 1980, was characterized by the coherence in the education policy, with pedagogical criteria and in a context related to economy requirements. Meanwhile, the liberal model, implemented in the last few years, relying on themarket coordination, could have generated serious problems regarding unequal access to education, without solving the education quality deficiencies and human development promotion.
