The Resilience of the Productive Institutional Structure: An Analysis of Public Spending

Abstract

The purpose is to analyze the role of public spending in the structural reform and economic performance processes. The theoretical framework is developed around the requirements for transforming the productive institutional structure that can be reflected in sustained economic growth and improvements in welfare levels. In this way, the importance of the composition of public spending and the incentives for the adequate approach to structural reform processes that impact productive complementarity in private economic activities is highlighted. It is concluded that the reorientation of public spending proposed by the structural reforms, carried out without social and economic objectives and, therefore, without the capacity to transform the productive institutional structure, has been vital in limiting economic growth and the absence of social profitability, which is necessary for the structural transformation of economies.
