Resiliencia de la estructura productiva institucional: un análisis del gasto público

Se analiza el rol del gasto público en los procesos reforma estructural y de desempeño económico. El marco teórico se desarrolla en torno a los requerimientos necesarios para la transformación de la estructura productiva institucional que pueda reflejarse en crecimientos económicos sostenidos y mejoras en los niveles de bienestar. De esta manera, se destaca la importancia de la composición del gasto público y de los incentivos para el planteamiento adecuado de procesos de reformas estructurales que tengan impactos de complementariedad productiva en las actividades económicas privadas. Se concluye que la reorientación del gasto público propuesta por las reformas estructurales, realizada sin objetivos sociales y económicos y, por ende, sin capacidad de transformación de la estructura productiva institucional, ha sido clave en la limitación del crecimiento económico y en la ausencia de rentabilidad social; elementos necesarios para la transformación estructural de las economías.
