Abstract
The agricultural activity in the irrigation districts should be dynamic by definition. It implies to adopt modern production relationships to be effectively articulated into the new requirements of more and more demanding and changing markets. These relationships should also be flexible to be easily adapted to an environment characterized by the demands implied in competence and liberalization of lhe world trad e. However in the irrigation district of Alto Chicamocha whose fundamental objective is to achieve the productive rationalization towards mainly agricultura! activities as the basis of its development, a slow transformation is observed in this type of relationships , and therefore it was necessary to identify some of the most outstanding factors which are hindering that necessary process to place the irrigation project at the starting point from where region becomes a great supplier of food in relation to the expectations generated in the users from its formulation stage. This article is the result of the work carried out under the same title in the Master of Rural Development. It identified some factors that partly explain the current situation of the project, so with an appropriate handling they become a strategy to foster the beginning and modernization of the agricultural production in the region.
