Abstract
Transport service, as an intermediate good, becomes an important aspect if you want to improve people’s quality of life. Public transport system is one of the determinants of the economic efficiency of cities and the social integration of their inhabitants. For this reason, the municipalities of Bucaramanga, Floridablanca, Girón, and Piedecuesta (Department of Santander) developed the Integrated Mass Transit System of Passengers for Bucaramanga and its metropolitan area (SITM Metrolínea). This article aims to develop a theoretical framework for a methodology to assess the impact of Phase I of the Metrolínea system.
